Dolan was formerly Deputy Director of the Electricity Supply Association of Australia where he was responsible over a period of nine years for electricity industry management of the power frequency health issue.  During that time he was a member and Chairman of two US based international electricity industry committees dealing with the power frequency EMF health issue. 

A lawyer by profession, Dolan has extensive experience in private and corporate legal practice as well as in issues management, risk communication, and media interface.
